City of Uniontown City of Uniontown Uniontown, PA Uniontown, PA Full-time Full-time $22 an hour $22 an hour 1 day ago 1 day ago 1 day ago The Code Enforcement Official performs a variety of technical duties in support of the City's local code enforcement program; monitors and enforces a variety of applicable ordinances, codes, and regulations and duties related to providing information, educating residents and assuring public compliance regarding the City's Department of Property Maintenance.
Perform a variety of field and office work in support of the City's local code enforcement program and Solid Waste Education and Enforcement Program (SWEEP); enforce compliance with City regulations and ordinances including those pertaining to, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters of public concern.

junk/trash, abandoned vehicle, weeds, snow & ice removal, signs, etc) to ensure public health, safety and welfare.
Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of municipal codes and ordinances; interview complainants and witnesses; conduct investigations and provide recommendations for resolution.
Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative and parking citations and notices of violation as necessary.
Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
Patrol assigned area in a City vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
Participate in the implementation of the Landlord Registration Ordinance; verify rental units conduct Exterior Inspection and possible Interior Inspection:
appear in court as necessary; testify at hearings and in court proceedings as required.
Attend meetings and serve as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of code regulations; provide research and documentation for meetings; interpret and explain municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
Operate computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement, research complaints.

Check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.

Any combination of education and experience sufficient to successfully perform the essential functions of the job.
B.
Previous employment in Code Clerical office work, sales and promotions, or work in grants coordination, marketing, and/or the facilitation of professional relationships and interactions with governmental grants.
Other experience suitable to the position as stated below, or an equivalent combination of training and experience.
Applicant with existing knowledge is beneficial but most likely to be obtained on the job.

Active Uniform Construction Code certification or within the first six months of hire 2.
Active International Property Maintenance Code certification or within the first six months of hire 3.
EPA Lead Certification (Preferred not required) 4.
Pennsylvania Municipalities Planning Code 5.
Knowledge of the laws and regulation applicable to Third Class City Code 1.
Must possess valid driver's license and provide their own transportation.

Must possess the ability to work independently on complex administrative tasks.

Must possess considerable knowledge regarding the utilization of computers and applicable software (i.
e.
Word, Excel, and GIS) - Pictometry/GIS a plus but can be trained.

Must possess ability to prepare written correspondence, reports, advertisements, brochures, flyers and a variety of other documentation.

Must possess knowledge of modern office practices and procedures and the ability to perform same in an efficient manner.
7.
Must possess mental alertness, clerical aptitude and a general knowledge of business, English and grammar and the ability to apply these skills with accuracy and reasonable speed.

Must possess the confidence and ability to meet and interact effectively with co- workers, private businesses, engineering firms, developers, contractors, private and public for- profit and non-profit organizations, municipal and City officials and the general public.

Knowledge and ability to respond accurately and professionally to routine questions/inquiries regarding department operations and procedures.

Must be able to assess the scope of a problem and supply a viable solution.

Must possess the knowledge and proven ability to research, prepare applications, and secure the funding resources necessary to support City initiatives.

Must possess a working knowledge with regards to City Ordinances economic development, community development, and housing.

Must possess initiative and problem-solving skills.

Must possess excellent organizational skills and the ability to coordinate several schedules and details or projects with accuracy and efficiency.

Must possess the ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
